In 2013, Hoots was contacted by the Moose Jaw Police Association for professional design-build services to develop a bike recreation facility. Hoots worked with the Association to host a community consultation session to garner ideas, and submit a funding proposal for a mountain bike skills park that would be the first of its kind in Saskatchewan.

Input from the public and Association helped shape a progressive, technical Bike Skills Park design that would cater to all levels and abilities through natural obstacles and engineered features, and be built with sustainable construction methods. The ~1 acre site is located alongside a major City thoroughfare adjacent to the YaraCentre sport fieldhouse and soccer facility - a central node and community recreation space that also connects with local municipal trails.
After weather delays and other factors, Hoots began construction in 2015 with additional work in 2016. The Bike Park provides an exciting attraction that showcases a diversity of features with start / return hill & drops, beginner to advanced jump lines, pump tracks, technical skills and balance component. Hoots continues to return for regular maintenance alongside opportunity in 2024 to carry out upgrades and renewal.
