In 2012, Jay worked alongside the City of Richmond and youth who were involved with a past bike park that was removed for construction development. An open house at City Hall was held the following year where the public and local riders were invited to provide input and ideas towards development of the Garden City Bike Park (or Richmond Bike Terrain Park as it is locally known).

Hoots carried out construction in spring 2014 with the bike facility located in the southwest of the Garden City Community Park which also houses a renown playground, walking trails, arboretum, picnic area, lake and skateboard area alongside recreational facilities.

The Bike Park is built on less than 1 acre of land with a diversity of exciting jam-packed features and components including start / return deck, beginner to expert jump lines, pump tracks, and variety of technical wood skills and balance features weaving through the trees. The space also integrates spectator areas, picnic spot, and naturalized shade and buffering, alongside park amenities for all users to enjoy.
